Men need only to stay as cool as possible. Women have a more vested interest in keeping their skin fair and clear, hence the protection factor

While in South-West Asia, during the summertime, I saw locals wearing both white and dark colors. In particular, many of the Muslim women that I saw in Qatar wore all-encompassing, black hijabs.
