This is the classic Birdwell Competition Jacket in blue with red and white stripes, made in California. This was a limited run with a red lining, no longer available. From their site:

Features: Signature stripes across the chest. Spread collar. Brass zipper enclosure. Signature Birdwell pocket on sleeve. Birdwell woven label on back left hem. Hip pockets hidden at side seam.

Fabric: Body made of Birdwell’s proprietary SurfNyl
for durability and a lightweight mesh liner for breathability and comfort.
Construction: SurfNyl™. Double-stitched with high-strength nylon thread. Hand-cut and sewn in Southern California.
