No, he's just a tall guy with a long torso. I've had people insist I'm wearing low rise (which I never have in my life) when I have on high rise Sugar Canes, because I think most people in the hobby (especially on the denim side for some reason) are short.

Take a look at his belt and his wrist in this photo and let us know if you insist he's not wearing low rise pants:

And I agree with @cbez , high rise or even just normal rise pants aren't part of mainstream men's fashion these days - sadly. It's not as bad as 10-15 years ago when men would wear their belts on their pubic bones on skinny jeans, but the average pants are still anywhere from ergonomically and aesthetically sound.

Exactly enough room for a thick under armour hoodie. I don't really zip up.
