Your analysis is a very good one, however, I fear that we are only looking at one source of evidence to make the assumption about the jacket length. We then need to see contemporary evidence that the short jackets were worn by taller people, and that this was in vogue for a period. Certainly we do not see the catalogues or films showing jackets worn very short, and, I rarely see any pictures.
I still feel, and looking at the last jacket you posted, that these were made for shorter men.
A good example is this picture of some men in 1935

We can see that the jacket lengths are all slightly different, and the arms on the man on the right are almost at the bottom of the jacket, however, his jacket is not overly short.
What I want to see is good evidence of people wearing these jackets as short as the model above, as it is undeniable that these jackets exist.
