Looks like Fresco fabric. Certainly very rare, especially in that color.

the trousers are an early 20s width (8") ... not what you'd expect for 1927.

Yeah, the cut itself seems earlier than 1927 (longer and boxier coat). Maybe the owner wanted an older look?

They have/ had 2 more suits from the same man. All three were custom made in the same or very similar conservative cut.

I fell there's much to be desired in the cut.
