The company is not defined but most highly likely to be Olney. As it mentions that it is in Luton, Bedfordshire and I believe Olney made hats for Harrow. It's a 1952 short film but it shows you that whole process.
I am interested in making small batches of boaters myself with my own design as it breaks my heart as some manufacturers don't get the dimensions of a boater correctly. I have watched plenty of manufacturing videos by Olney and Crofut-Knapp. I get an idea now.

Blasphemy! is one very good classic British phrase, which I think has disappeared from literature and aural speech. I try to keep it alive by saying it in matching situations hehe.
