IMHO it would not qualify as a top hat. It more closely resembles a boater made out of silk plush instead of straw. -

1930's Light grey Stetson The 22 ligne ribbon has been replace with a 19 ligne ribbon. There is very slight fading to were the 22 ligne ribbon was. 1930's Stetson. I am sure this hat was made no later than 1940. The hat was stretched from a 6 3/4 to a tight 7 1/8.
