I'm not sure how effective the "kiltie" is as a dust protector but i think they add a nice detail. I have a pair of White's Hathorn and TL packers that came with kilties I've left attached. I like the look.

This one was made for the LE market. Not exactly sure what Imported Venetian is. Milan maybe? Something not good enough for blinds? I don’t know. Very light and airy with a great leather sweat. 3” brim.
