The "common" measurement would be 4 inches over chest size/2, so 46 inches/2=23 inches. The Vanson Comet is a very slim-fitting jacket and is not representative of their usual sizing.
I, along with many of my riding buddies, have found that a nice heavy vest worn over a leather jacket will indeed help to insulate one from the cold. I use a Carhartt insulated canvas-duck vest.
Interesting names they have chosen for the product line. I'll bet the jackets age really well. I've been in all of these towns in the last two weeks. By the way, hopefully someone can pass along to the manufacturers that "Stillwater" is one word, not two.

I went with a Filson brand canvas field bag. While it has not experienced any downpours, it has seen it's share of light rains with nothing inside getting wet.

The belts can more likely shift around when they are worn unbuckled and with the ends just hanging down in that so-rock-and-roll way. It just wouldn't be cool to have someone notice that your belt had one end about 18 inches longer that the other and dangling down past your knees.
I believe the snaps were to allow for the removal of a belt which featured it's own loops, intended to have the jacket's loops snapped through them. Done in this way, the belt would be prevented from rotating about the wearer.
