What ad are you talking about? The google ads (which we've had since 2010) for members are set to be text-only, so I can't imagine they are using much bandwidth. Last week, I even disabled the header ad for members with more than 15 posts.

All public galleries should now be visible. In order to have a photo gallery that multiple people can upload to is probably going to require us purchasing an add-on software for vBulletin. We'll probably end up doing this.
