Looks like a 40's dress to me! Also, many times the store or manufacturer/designer labels were removed from older garments, plus they didn't even have care labels back then. So it's not necessarily an indication that it was home made.

Wow, those are some nice combs! I really like the tortiseshell looking ones and the color called onyx. Looks sort of like abalone.
