Since there are undisclosed issues, like the tears, you can open a return with ebay using the "item not as described" option. That should cover you even if the seller doesn't accept returns.

I appreciate everyone's thoughts, but I think most of the issues are small enough that I can just leave neutral feedback and work on repairing them myself. There's nothing wrong with a good project and in my mind, repairing a jacket yourself makes it more special every time you wear it. Also, @Leather Walker makes a good point about summer usage. I don't think there's any harm in keeping something in the closet that's a little more comfortable on a warm day. I'm gonna fix as many of the issues as I can can and then hold onto it for a bit. If I don't find myself wearing it then I'm sure I can pass it along to someone else who will appreciate it. Plus, the fit is pretty spot on!
