The bare metal tab on the upper rod is a clutch -- press it and hold it in and pull the rod to the desired height.
Note that these rods will often freeze up in storage, especially if the screen was stored in a cellar or garage. You might want to shoot a little penetrating oil into the point where the inner and outer rods meet to break up any oxidation that's going on there.
