Question about levis trucker jacket size

I had to send back the vintage 46 Levis jacket. It was said it was a Regular but I believe it was a short. It was short in the sleeves, at 23 inches shoulder to cuff and 21 shoulder to hem. I believe that regulars should be 26 shoulder to sleeve and 25 shoulder to hem. I also felt that the 46 was still a bit too tight on me. My old Wrangler I bought back in the 80s that is marked large still fits nice. Also a jean jacket I bought at the Rivera Hotel in Vegas marked L fits lose on me. I can not seem to get the hang of Levis. I was thinking of taking my Wrangler and measuring it and having any possible venders do the same so I can match before I buy. Any help on getting it right would be appreciated. Thanks.
