Usually, you want 3-4 inches extra(over your chest size) to allow you to actually breathe and move around.

This definitely fits as a 38. I generally wear a 38 or 40 depending on maker. This a military fit, I can't layer much under it.

The pics on the Lost Worlds web site for seal goat are quite a bit darker. Yours almost looks more like russet. Is it just the difference in lighting for your pics?
