Those are great photos, but don't just look at the pictures. There are some very strange captions in the section labeled "Noir". They have put together a "Noir" story using photos that are not really connected and that were taken over about a 30 year period.
The fact that this was done by an electric utility is amazing to me.
Examples:
1) "The young couple had the two rooms in front. They hadn’t been married long. The wife wasn’t used to the shabbiness of marriage yet."
2) "The husband expected to be somebody some day. He had aspirations, but he wasn’t sure which ones they were."
