Looks a standard issue field jacket liner.

It appears longer than the standard field jacket.
I have looked at the WWII overcoats, and I can't find any of them that are consistent with this liner.

A bit late, but I guess it's a liner for the M-42 Parka reversible, buttoned, worn by the 10th Mountain, the Anorak style Parka reversible Ski had a similar pile liner without front opening of course.
