That was a fairly common feature (or set of features) at least on some kinds of sporting jackets or coats.

Where can I get those sewing patterns?

The most effect way imo is to find a vintage jacket (cloth or wool or leather) with these features, under $50 and just take it apart and put it back together and repeat. Not only you get the actual pattern but also the knowledge how to put it together by reverse engineering.
