The gist of the article is this: There are lots of historic homes falling into disrepair - some possibly near the condemning point. This is bad for everyone, as I imagine TFL is most inclined to agree. So, enterprising governments have been offering these places free of charge to anyone with the provable ability, either manually, like a contractor, or financially, like any rich person, to restore these places to their past glory. You get to live in a historic home, and all you have to do is show progress reports that you're actually fixing it up. This is something I'd be interested in later on, once I've got my own hens in a row.
