Hat Band Hooks and Paper for Skimmer?

I'm interested in new hat bands, whether made by myself or an outside party, for boater/sailor/skimmer hats I have, and I would like to know where one can find the paper used under the bands and the hooks used to adhere them. I have three boaters with detachable bands and all came with paper and hooks like as shown, so they seem to have been pretty standard at one time, but don't know how I could source them today. I've used safety pins in the past for custom hat bands but not as good as these hooks (those claws like to grab!). I ask about the paper because I had to remove it for one of my boaters, having cleaned it and replaced the sweatband, and would optimally like to replace it as it helps affix the band (versus just hooking it into the straw). I am welcome to good alternative hooks and paper even if not exact to the ones shown.
