can a size 7 fur felt stetson saxon be resized to 7 1/2?
or perhaps a large 7 3/8 ?

Hmm stretched no you'd have to go to a utter or someone who works in hating and see if they can resize it for you too much if a stretch

And resizing would make the brim or crown shorter? Depending on which part you want them too resize at im guessing

That's too much to stretch. If you had the skill and tools to reblock it and do the work yourself, it may work. But since you ask, you probably don't have the ability to do it yourself properly, and re-attach the correct size sweat band, paying someone, it would cost more than obtaining the correct size hat. But, if you are like me and do things that hard way, I would get to completely taking it apart, and then commence to fabricating a hat block.
