Well … no: He's singing. I don't know of any other more fundamental feature of rap than the fact that it is not singing. It is more recitative poetry. The harmonic element is often, though not always, missing.

Just because the lines rhyme doesn't make it rap.

*caveat: I love rap and hip hop as i grew up listening to them. I am not denigrating the genre. it is most certainly music. It just isn't singing.
