To me personally 21’’ pit to pit seems to fall into the normal range for a size 40. This one doesn’t feel particularly small compared to other jackets of the same size.
You could compare the measurements to the ones that fit you comfortably and make the call.

Very interesting, I’ve seen this happened multiple times —— items I watched on eBay sold at high prices later got listed on Depop with exact same images at extremely low prices.

I have an unpadded one with back length of about 24.5” that I can part with.
Be aware that Cascade jackets have a dip in the back, so their back lengths are on the longer end compared to the desired length on jackets with ‘normal’ back design.
