You guessed exactly right, vibrations during shipping put what we call a 'packing mark' around the hat. Some counter clockwise brushing, or some steam and brushing together, or just time and some rain... will resettle the nap.

I think it would be better to just cut the back off of a full brim fur felt!

Looking past the rank dishonesty, the silly thing about encouraging a supplier to lie about whether a hat is a gift/ sample or not is that there is no duty on fur felt hats coming into the US from Australia:

In their catalog Akubra classifies their styles as Country, Western, Fashion and Straw. When describing the styles to dealers I refer to the "Country" hats such as the Snowy River, Cattleman etc... as Outback hats, Fair Dinkum!

Credit scam wise we have only got ripped off once over a decade in shipping to Japan.
We insist on Western Union for orders say, to pick an extreme case, Nigeria.
The problems we face shipping internationally are more with customers being surprised...
