I reproofed my Tin Cruiser using a tin of the Filson wax (which didn't go very far) and a large tin of the Barbour wax. It wasn't very difficult just time consuming. I did find that if I applied too much wax it was difficult to get it to "flow" using the hair dryer. But that extra wax drys...
New England Reproofers offer a good value considering it would take several tins of Filson wax to do the job.
You can buy tins of Filson Wax, Barbour dressing or others and do it yourself. You'll do it once...then send it out next time. :p

Depending on how old you go, a 38 might measure 20" pit to pit. An "actual" 38, a coat measuring 19" pit to pit, might really be tagged 36.
I know this because I am currently seeking out a 38 because my 36 (19" pit to pit") is too snug.
Being a 7.5 D/E, I found that trying on a 7D was quite loose all around and a 6D was way too small. I gave up but may try again this year and find the right sock combination.
Most of Filson's jackets are labeled one size SMALLER than they really are. The fit on this looks good and given the style of the jacket you probably shouldn't be wearing more than a thing sweater underneath! :D
Once the wax dries off a little bit the jacket will soften up.
