The Chicago Police Department has never issued weapons. There is a list of approved weapons from which officers may choose and purchase. The officer has to be able to qualify with it, of course.
The larger revolver is a vintage .38/44 from the '30s. The smaller one is an Iver Johnson Secret Service Special much like the one my grandfather carried while bodyguarding Chicago politicians in the '30s and '40s.

My grandfather had a .25 auto and a .32 revolver but no holsters. He just stuck one of them in his pocket. My dad carried a .22 auto on a string around his neck.
