I think the spritzing it with water may be your problem. I usually re-wet it and squeeze it out and reapply over the needed areas.
Also, try waiting once it is dry and then use your hands to smooth it out.
This is probably too trivial, but try tilting it at an angle on your head (like Dita does with her hats). I know that helps me with mine that are sit awkwardly on the head. :)

I don't notice as much now as far as hair goes as I don't have any vintage clothes. The long awkward stares are by far the worst. 30 seconds or so is a loooong time when you have someone staring at you puzzled :(
