My understanding of proxies is that you don’t buy anything from them but rather they buy on your behalf and what they offer you is the service of buying from a website that wouldn’t otherwise ship outside of Japan. I’m not sure they could be held responsible for items not as described etc.

It’s clearly the VAT the issue. It’s weird if they choose to not deduct it and keep it as profit, as before Brexit all EU sales where susceptible to UK VAT. Seems a small gain in the short term but potentially less clients in the future. On the other hand, they should start deducting it also...
Interesting chart especially how this over/under sizing seems to fluctuate over time. If the past is anything to go by we are moving towards more relaxed sizes in the next decade.
