Felt hats are designed for cold-weather wear. If the weather is cool, or if it's wintertime, you wear felt, to keep in the heat.

I went out for dinner with my dad and my cousin and her boyfriend on Tuesday night.
Dad told me that there was a dresscode at the restaurant we were going to. I was amazed that 'dresscode' was still a word.

It's oppressively hot today. I'm wearing variations of Khaki and my boater hat. I may wear something different for dinner tomorrow night (going out to celebrate Chinese new year). But the weather will dictate that.
If the slacks or whatever, really are too old or dirty to be worn in polite society, then, in the interests of thrift, I think they certainly would be used in yardwork or some other dirty work. It would save money and get more use out of them.

The wealthy/well-to-do, mostly. So the upperclass/aristocracy/nobility and the well-to-do. Or alternatively, people whose jobs would take them to Shanghai or Singapore. So, soldiers, company officials/representatives, diplomats, journalists and so-forth. Don't forget, from England to Shanghai...
