What's a wind trolley?

Get a Tilley Hat! designed by a sailor, fed-up with losing his sailing hats. His system works perfectly .....looks a bit dorky with both loops in action, but who cares, when it's that windy? I am tryin' to figger a way of keeping my expensive Panama safely secured! -
