It's roughout, you can see it's unlined and the inside shows the top grain. No idea on the sleeves. -

Ask the seller to take a photo with the sleeve measurement. Everyone measures in their own way

Roughout for sure. They might be measuring sleeves on the inside (from armpit to cuff). 22.8 is absurd for 42 if you measure correctly...
